The Medical Director of Post Graduate Medical Education (PGME) reports to the Executive Medical Director, Medical & Academic Affairs, and is accountable for medical education and related trainees across the health authority including Medical Students, Resident Doctors, and Clinical Fellows. The primary role is to ensure the quality of training experience at the site – including facilities and access to training opportunities – along with meeting the regulatory requirements for the oversight of trainees as students and employees of the health authority while they are training at the health authority’s respective sites. Specifically, the MDME will serve as the employment manager for Resident Doctors in their health authority and ensures the health authority’s obligations to employee Resident Doctors are met including matters relating to health authority policies and regulated employer responsibilities, Resident Doctor and trainee health and safety, and obligations under related employment agreements.

Services/Deliverables:

1.The MDME will appropriately liaise with the local residency programs and the PGME to ensure alignment in the implementation of UBC and health authority policies
2.The MDME will work with health authority staff to develop a process that ensures Resident Doctors:

  1. Complete applicable occupational health and safety training, including provincial violence prevention training.
  2. Receive unit-specific orientation and training at the start of their rotation.
  3. Have the information necessary to ensure their health in the workplace.
  4. Are informed of the nature and extent of reasonably foreseeable occupational health and safety risks to which they may be exposed and provide instructions, training, and supervision to reasonably address the same (e.g., violence prevention)

3.The Medical Director will participate in operational oversight of Resident Doctors, including:

  1. Development and/or influence on health authority policies that impact Resident Doctors
  2. Compliance with policies and follow-up in the event of a breach
  3. Any relevant investigation of culpable conduct and implementation of the Residents Collective Agreement’s progressive discipline
  4. Investigations and reports for incidents and ensure they occur within timelines required under the Workers Compensation Act and OHS Regulations

4.The MDME will provide expert advice at leadership tables on Resident Doctors and other medical trainees.
5.The MDME will ensure the health authority immediately investigates, addresses and remedies hazardous working conditions and work refusals as required by legislation.
6.The MDME will ensure that allegations of improper workplace conduct including bullying and harassment are investigated and addressed appropriately.
7.The MDME will participate in any relevant meetings including:

  1. Medical Education Committee meeting (Chair),
  2. Residents Collective Agreement working group meetings and
  3. Any other meeting as required by Vice Presidents of Medical Affairs

8.The MDME will support essential services planning for collective bargaining on behalf of Resident Doctors when required.
9. In collaboration with Health Authority leadership, participate in the development of a regional plan for post graduate medical education with the Ministry of Health and provincial medical schools.
10.Represent their health authority in provincial post graduate medical education planning and allocation processes including the Resident Allocation Subcommittee
