Island Health seeks a part-time Medical Director for  Patient Safety, Patient Care and Quality Office, and Risk Management Advisory Services. This position works in partnership with the Director of Patient Safety, Risk Management Advisory, and Policy Stewardship and the Director of Human Experience. This position reports to the Executive Medical Director and Executive Director of Quality, Safety, Improvement Risk, Experience and Research (QRSIE).  The geographic location for this position is flexible and may be tailored to suit the successful candidate.

The preferred candidate will be a practicing physician with at least 3 years’ experience preferably with generalist experience, and training and/or experience  work well with clinical and non-clinical team members, and be skilled at knowledge sharing and translation for non-clinical colleagues.  The required hours for this position will be completed either in non-sequential days, spaced during the week for optimal team access (i.e. Monday and Thursday, Tuesday and Friday) or preferably with hours spread flexibly through the week to meet the needs of their specific teams as events arise. 

SCOPE: 

  • Works in partnership with the Directors and Managers in Patient Safety, Patient Care Quality Office (PCQO) and Risk Management Advisory programs in a co-management model to advance the goals of the programs and services each offers.
  • Provides active overall medical leadership, direction and oversight, and escalation processes for the Patient Safety Learning System (PSLS), the Patient Safety Consultant team, the PCQO, Risk Management Advisory & Policy Stewardship.
  • Responsible for working with medical staff and others from across the organization on the whole range of quality and patient safety matters.
  • Able to effectively navigate escalation and change within and outside of Clinical Governance structures, as appropriate.
  • Acts as delegate for the Executive Medical Director for Quality, Safety, Improvement, Risk, Experience and Research as required.
  • Provides leadership related to medical staff issues as they contribute to quality and safety  concerns at Island Health through direct liaison with medical staff and medical leadership including collaboration with EMSS.
  • Participates actively in, and contributes directly to the leadership, team culture and direction of Quality, Safety, Improvement, Risk, Experience and Research portfolio.
  • Identifies and implements strategic and operational changes for the efficient operation of the portfolio.

SERVICE REQUIREMENTS:

1. Program Management

  • Strengthen the development, acquisition and diffusion of knowledge within the program.
  • Work collaboratively with the non-clinical team members to enhance their knowledge, skills, and growth within the team.
  • In partnership with the Directors:

- Participate in strategic and operational planning, aligned with the Island Health Strategic Plan, goals and objectives.

- Further the integration of these services into the clinical governance structures and clinical operations.

- Support the development and implementation of key priorities for the Patient Safety, PCQO, and  Risk  Management advisory programs.

- Provide support and leadership to clinical teams when faced with complex clinical risk management events or situations, including Adult Guardianship dilemmas

- Work in partnership with Integrated Health Services medical leaders to support quality and patient safety in accordance with the Mission, Vision, Values and Care Philosophy of Island Health.

- Liaise regularly with medical leaders to facilitate the standardization and coordination of quality activities across the health authority.

- Ensure collection and interpretation of data for planning purposes.

- Establish and monitor program objectives and outcome measures.

- Evaluate and when necessary propose expanded and/or new program development.

- Develop, implement and monitor program policies and practice protocols.

- Support an integrated approach to Island-wide medical departments.

- Promote patient involvement in quality and safety initiatives.

2. Quality Assurance

  • Provide leadership to support the implementation and integration of Patient Safety Incident Management Framework to support organizational and medical quality activities, and ensure that recommendations from incident reviews are appropriately communicated and disseminated to facilitate system improvement,
  • Provides timely clinical reviews and medical leadership for and active engagement in patient safety reviews initiated through the PSLS system. This includes communication with clinicians involved in specific safety events in a timely and efficient matter to gather detailed information required by the Safety team,
  • Provides timely clinical reviews and medical leadership for and active engagement in care quality reviews initiated through the PCQO; this includes communication with clinicians involved in specific quality events in a timely and efficient matter to gather detailed information required by the PCQO team.

3. Medical Staff Organization Functions

  • Participate on relevant committees, as required and agreed to in discussion with the Executive Medical Director.
  • Provide support for physician leads in quality and safety initiatives with a focus on PSLS, Patient Safety, PCQO, and Clinical Risk, including Adult Guardianship.
  • Liaise directly and efficiently with Medical Affairs in quality and safety initiatives involving medical staff and their practices or attributes.
  • Assist with the development, implementation and maintenance of the physician resource plan including participation in the recruitment, orientation and staff development of medical team members. 
  • Provide timely performance reviews for direct reports where applicable.
  • In discussion with the Executive Medical Director develop and review yearly performance targets.

Education, Training and Experience
  • Medical Doctor with current, or eligibility for, registration with the B.C. College of Physicians and Surgeons.
  • Medical doctor with current, or eligibility for, privileges at Island Health.
  • Training and/or experience in medical quality and/or patient safety work would be an advantage.
  • Minimum three (3) years experience as a staff physician – preferably in a variety of settings and organizations. 
  • A record of effective medical leadership is required, and experience in a medical administrative position is preferred.
  • Demonstrated leadership skills.
  • Excellent communication skills, both verbal and written.
  • Ability to adapt readily to a rapid and changing environment and respond with initiative.
  • Ability to interact professionally with various levels of personnel, both internally and externally.
  • Demonstrated clinical competence.
  • In-depth understanding of health services and operations.
