In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority, patient safety is a priority and a responsibility shared by everyone at VIHA; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The IHealth Physician Champion will support the primary and urgent care strategies related to quality improvement and innovation through the deployment of the integrated Cerner Electronic Medical Record (EMR).


Project overview

  • The IHealth Primary Care Enhancement and Expansion (PCEE) project’s mandate is to enhance and deploy the Cerner Primary Care EMR
  • The PCEE project has deployed the Cerner Primary Care EMR to 8 Island Health owned and operated Nurse Practitioner Primary Care Practices since 2016
  • The IHealth Living Lab is a collaborative innovative partnership to define requirements for enhancing the Cerner Primary Care EMR. These include:
    • Longitudinal team- based interdisciplinary primary care workflows
    • Data driven clinical decision support
    • Integrated health record to support seamless care transitions across care sites
    • Advanced panel and population management
  • The IHealth Living Lab team will:
    • Include all members (current and future) of the West Shore Primary Care Pod’s multidisciplinary Primary Care team including: Physicians, Nurse Practitioners, Registered Nurses, Medical Office Assistants, Office Coordinators, Manager, other allied health professionals  (Social Worker, Pharmacist etc) and patients.
    • Include members of the IHealth PCEE team (with representation from Clinical Informatics, Health Information Management, Provider Education and Experience (ProEX), IM/IT,the Enterprise Project Delivery Office, and Decision Support)
    • Work collaboratively as an inter-professional team to define primary care workflows, requirements, and features not available in the Cerner Primary Care EMR
  • The Living Lab project scope includes the primary care workflows completed at the St. Anthony’s Professional Building that also will reflect the workflows likely to be implemented at other Urgent Primary Care and Primary Care Centres. 
  • The project will utilize a Joint Application Development approach and follow standard Island Health IM/IT processes
  • The IHealth Living Lab Physician Champion will provide the medical subject matter expertise regarding the scope of this project and will be an equal, and integral, member of the team

Position overview

  • The physician champion is a core member of the project team who will work with the team to meet the objectives and outcomes related to this initiative.   Their expertise will be leveraged to include, but is not limited to:
    • Validate existing Cerner Primary Care EMR workflows and provide direction on how to enhance the EMR to meet the needs of primary care physicians
    • Participate in living lab brainstorming and strategy sessions
    • Participate in joint application development sessions / scrum sessions / requirement gathering sessions
    • Contribute subject matter expertise for the following knowledge areas:
      • Primary care services
      • Longitudinal team based primary care workflows
      • Data driven clinical decision support
      • Integrated health record to support seamless care transitions
      • Advanced panel and population management
    • Participate in the development of a comprehensive evaluation framework
    • Test / assess current and future Cerner Primary Care EMR functionality
    • Participate in West Shore Primary Care Pod IHealth go-live activities
    • Collaborate on and/or advise project team on provider change management activities
    • Support Go-Live activities and coach new team members to the use of the Cerner Primary Care EMR
    • Work within existing IHealth governance structures
    • Participate in the IHealth Primary Care Working Group and other sponsorship committees as required
    • Engage with Primary Care physicians to understand local GP workflows, linkages and barriers to use of the Cerner Primary Care EMR
    • Work with IHealth project team to evaluate system implementation and provide recommendations to improve system outcomes
    • Review education content and provide feedback to Learning and Performance Team
  • Preference will be given to applicants interested in providing longitudinal primary care services at the West Shore Primary Care pods.
  • Preference will be given to applicants who have worked in automated and interdisciplinary team environments
  • Other duties as required

This position will report to Chief Medical Information Officer and Geography 4 Executive Medical Director

The Westshore encompasses the communities of Langford, Colwood, Metchosin, the Highlands, Esquimalt/View Royal and the Juan the Fuca Coast, in addition to the First Nations of Esquimalt, Songhees, and Scia’new. Population is approximately 94,000 with an average age of 39.7 years.

It is in proximity to Victoria General Hospital, which serves Vancouver Island with its specialty services.

Sessional Equivalent for General Practitioners and Specialists
Education, Training and Experience
  • Graduation from a medical school of recognized standing with a degree of Doctor of Medicine or equivalent
  • In good standing with the College of Physicians and Surgeons of British Columbia plus a level of education, training, and experience equivalent to 10 years
  • Clinically active Family / General Practitioner, licensed to practice medicine in the Province of BC
  • Experience, knowledge and vision for technology and analytics integration within a primary care setting to improve patient quality care.   Informatics experience preferred. 
  • Experience in a medical leadership position
  • Exemplary written and verbal communication
  • Proficient in technology and software applications
  • Experience with Cerner solutions
