New APSA Hours Reporting and After Hours Premium Invoicing Tool and Process

Further to the communication on March 20th, 2023 regarding new hours reporting requirements under the 2022 PMA for Alternative Payment Subsidiary Agreement (APSA) service contracts, and new After-Hours Premiums (AHPs), below is additional information on Island Health’s tool and process.

Effective April 1, 2023, all physicians under APSA Service Contracts must report hours as per the below by using one of the new electronic invoices (versions available for PC and MAC users) found here: 2022 – 2025 Physician Master Agreement | Medical Staff (islandhealth.ca). Detailed instructions for how to complete the invoice are embedded within.

For providers and groups already submitting invoices and hours reporting, this is not intended to change your current workflow. If you have an administrative assistant, bookkeeper, or other individual that completes and submits your reporting, you may continue with that process; however, the new electronic invoice must be used in place of existing forms when submitting.

All electronic invoices must be transmitted via an Island Health email address. Due to security reasons, invoices sent by non-Island Health email addresses will be blocked by the firewall and will not be received. Should you, or the person submitting invoices on your behalf, not have access to an Island Health email account, please contact Physician Compensation to discuss alternate arrangements.

APSA Service Contract Hours Reporting

Hours must be reported by:

  • Day of service;
  • Location of service, identified as “on-site” or “off-site”;
  • Scheduled time (start and stop times rounded to the nearest 15-minutes, and must report multiple blocks if separated by periods longer than 30 minutes); and
  • non-scheduled time (daily hours rounded to the nearest 15-minutes).

Direct, in-direct, and non-patient hours will continue to be required.

After-Hours Premiums

AHPs will be paid for clinical services provided within a Health Authority facility evenings (1800-2300), nights (2300-0800), and weekends/holidays (0800- 2300). AHPs are $25/hr for evenings and weekends/holidays and $35/hr for nights.

After hours must be reported, regardless of scheduled or non-scheduled by:

  • Day of service;
  • Facility location; and
  • Start and stop times rounded to the nearest 15-minutes.
